Carolyn Welborn Obituary

Mrs. Carolyn Salmon Welborn, 87, of Lillington passed away Wednesday, June 19, 2024, at her home surrounded by her family. She was born in Lillington on October 29, 1936, the daughter of the late Floyd C. Salmon and Essie Black Salmon. In addition to her parents, Carolyn was preceded in death by her husband, Lloyd W. Welborn.

Upon graduation from Lillington High School in May 1955, Carolyn began her career with a temporary Clerk-Typist, GS-2 appointment at the Ft. Bragg Property Disposal Office. Following her marriage to Lloyd Welborn in April 1959, Carolyn resigned to accompany her husband to Germany. In July 1960, she was reinstated to a Clerk-Typist, GS-3 position in Germany where she remained until their return to the states in September 1961. Upon her return to the Ft. Bragg area, she began her career with the Civilian Personnel Office, Position and Pay Management Division as a Clerk-Typist, GS-3. After receiving promotions throughout her career, Carolyn retired in December 1991 after 31 years of service as Chief of the Position Management and Classification Division.

Carolyn’s deep concern for and interest in other people was reflected in her attitude toward her subordinates, her coworkers and the manager and employees of the organizations she served. She contributed to the improvement of customer service and to the understanding of the classification process by developing informational publications for the workforce. She directed a position and management program and classifications program for more than 5000 civilian employees of the Ft. Bragg installation, tenant organizations and a remote satellite installation. Carolyn received numerous awards during her civil service career including Honorary Induction into the Military Intelligence Corps, Commander’s Award for Civilian Service in helping Ft. Bragg’s CPO win the ACOE Award for 1991 and the Special Act or Service Award for Performance of Duties during Operation Desert Shield/Storm.

Carolyn was an active member of Ephesus Presbyterian Church in Lillington. She served in many capacities including church treasurer, adult Sunday school teacher cemetery committee chair.

Carolyn is survived by her son, Wayne Welborn (Angel Hedgepeth Elliott); grandchildren, Mariah Welborn and Chance Medlin; great grandchildren, Kyra Dixon, Leelan Dixon and Arabella Medlin; brothers, Carl Salmon, Donald Salmon and Michael Salmon (Edith).

The family will receive friends from 11:00-11:45 AM Saturday, June 22, 2024, at Ephesus Presbyterian Church in Lillington. A funeral service will follow in the church at Noon with Rev. Bruce Benton officiating. Burial will follow in the church cemetery.
